The short answer: Lead with one provable point of difference, not reach. Know the five or six people who shape a CTV buy across brand and agency, tie outreach to a real planning moment, answer the measurement question early, and multi-thread before you propose.
CTV is one of the fastest-growing budget lines in advertising, and one of the most crowded markets on the sell side. If you sell CTV inventory or CTV-adjacent products, you are competing with streamers, free ad-supported channels, video platforms, and resellers, all chasing the same planners.
This guide is for CTV inventory sellers, packagers, and platforms selling to brands and agencies.
The CTV market right now
The money is real. The IAB's September 2026 outlook projects US CTV ad spend to grow 15.6 percent in 2026, compared with 9.4 percent for digital video outside CTV and a 1.5 percent decline for linear TV. Budgets are moving toward streaming.
The market is also fragmented. Most buyers already have plenty of CTV partners. That means the seller who wins is often the one who is easiest to buy from and easiest to measure, not the one with the biggest inventory pitch.
Who actually buys CTV
Expect to touch most of these roles:
- Video lead: a head or director of video at the agency, or a director of media at the brand.
- Investment lead: owns rates and packaging.
- Programmatic lead: involved if any of the buy is private marketplace or biddable.
- Measurement or analytics lead: owns incrementality and cross-channel attribution.
- Brand or category marketer: owns the campaign story.
- Agency planner: writes the brief and shapes the plan.
- Data or identity partner: increasingly involved when audiences travel across channels.
That lines up with broader research. Gartner's guide The New B2B Buying Journey puts the median B2B buying group at six to 10 decision makers. In CTV, those people are split between the brand and one or more agencies. If the agency is part of a holding company, our guide to breaking into a holdco agency covers how to navigate it.
What CTV buyers care about
Reach alone does not open meetings. Four themes come up again and again:
- Incrementality: what did CTV add that linear and other video did not?
- Frequency across partners: a buyer with many CTV partners wants help controlling overlap, not more of it.
- Cross-channel measurement: how does CTV interact with search, social, and commerce media? See our guide to selling retail media for the commerce side.
- Data provenance: which audiences, from where, with what consent?
Measurement is in flux. In the same IAB outlook, 86 percent of buyers said they are changing or expect to change how they measure. If you can make their measurement easier, you have a reason to be in the room.
The differentiation problem
Every CTV seller says the same three things: premium content, brand-safe environments, full-episode viewing. Those are table stakes. Real differentiation usually comes from one of five angles.

Pick one. If your pitch tries to cover all five, buyers will file you as generic.
Timing signals
- Upfronts and NewFronts: many annual commitments are shaped in the first half of the year.
- Scatter: quarterly opportunities, especially when other video underdelivers.
- Launches: new products or subscription tiers that need reach.
- Category shifts at the client: a new vehicle line, a product approval, a move into a new retail category.
- Agency or leadership changes: new teams revisit partner lists.
- Measurement announcements: when a brand or agency publicly changes measurement approach, adjacent conversations reopen.
Message construction
- Reference a specific event. A launch, a new agency, a comment on marketing efficiency in an earnings call.
- Lead with one proof point. A measurement approach, a category result you can document, or a partnership the buyer already respects.
- Ask a specific question. "Is your CTV budget this year mostly for reach, or are you holding some back to test incrementality?" beats "would love to chat about our CTV solution."
Handling common objections
- "We already run CTV with several partners." "Most buyers do. Where we try to add value is a specific slice, such as new-to-brand audiences or frequency your current partners cannot see."
- "We only buy CTV through the agency." "Understood. We will work through your agency team. What we can bring to the brand side is a category view of measurement. Would 20 minutes be useful?"
- "Our measurement is set with another partner." "Makes sense. We can work within your existing setup and add a view you do not have today."
- "CTV pricing is too high." "Effective cost per outcome matters more than list CPM. Can we agree on how we would judge it before you decide?"
Never claim results you cannot document. In CTV, buyers check.
Multi-threading a CTV deal
The fastest way to lose a CTV deal is to win one person and assume the rest will follow. A working sequence:
- Planner meeting: understand the brief and the constraints.
- Investment lead meeting: size the opportunity and the terms.
- Measurement lead meeting: agree on how success will be judged.
- Brand-side meeting: secure a sponsor with budget authority.
- Joint proposal: bring agency and brand together on one plan.

If you need a structure for tracking those people, use a simple template to map the committee.
A hypothetical example
The following is a hypothetical scenario for illustration. It does not describe a real customer or company.
Chris sells CTV inventory with a strong first-party audience in home improvement. A national hardware retailer is launching a new private-label tool line. Instead of pitching reach, Chris picks one angle, audience, and builds a one-page note on how his audience overlaps with first-time homeowners.
He finds that a colleague worked with the retailer's agency video lead at a previous company. The introduction gets him a planner meeting. The measurement lead joins the second call and asks for a holdout test, which Chris agrees to design before the proposal. By the time he meets the brand's director of media, three people already know his name and the measurement question is answered.
Checklist: before you pitch a CTV buyer
- You have one clear point of difference, with proof you can share.
- You know who at the brand and the agency shapes the buy.
- You have a real, dated reason to reach out now.
- You have a measurement answer before the buyer asks.
- You have checked your team for warm paths to the planner and video lead.
- You can explain how you reduce overlap with existing partners.
- You have a plan to reach at least three stakeholders before proposing.
Common mistakes
- Leading with reach. Every partner has reach.
- Covering all five angles at once. It reads as generic.
- Treating measurement as a post-sale topic. It decides the deal.
- Selling only to the agency or only to the brand. You need both sides.
- Overstating results. Buyers verify, and trust is hard to win back.
Quick answers
Should I sell brand-direct or through the agency? Both, in sequence. Start where your warm path is strongest, and bring the other side in before you propose. A plan the agency did not help shape is easy for them to quietly deprioritize.
Direct or programmatic? It depends on the buyer. Large brands often still prefer direct deals for premium placements, while private marketplaces and programmatic guaranteed deals suit buyers who want control and flexibility. Ask how they buy before you package.
Do buyers still ask about brand safety in CTV? Yes, especially for free ad-supported channels. Have a clear, documented answer ready.
How long does a CTV deal take? Shorter for a single campaign, much longer for an annual commitment. Ask about the planning calendar in the first meeting.
From one seller to another
CTV rewards sellers who make a buyer's life easier: a clear reason to choose you, a measurement plan that answers the hard question early, and relationships on both sides of the buy. The fundamentals beat the pitch deck.
For a structured way to choose which CTV accounts deserve the most time, the free Media Territory System course covers fit, timing, and access. Elo helps with access and timing: inside Gmail and LinkedIn it shows who on your team knows a planner or video lead and how recently, plus dated signals like agency changes and brand launches.
